work of the first 4 months of this year, due to the fresh water famine, has been a factor in dissuading volunteers from ooning forward, but even now, when the intermittent system may be considered at an end at any rate for a considerable time to come, and when the work of the Brigade may be expected to be comparatively light, I have no applicants for the vacancies, and am quite certain that none will be forthcoming unless a substantial increase is promised in their pay. I therefore strongly urge that in the estimate for 1903 the pay of the European members of the Brigade be, fixed as follows:-

Firemen

Assistant Engine

Drivers, and

Assistant Foremen

$15 a month.

$20 a month.`

Engine Drivers and Foremen

$35 a month,

Any increase smaller than the above, while deserved and perhaps wel- comed by the existing members of the Brigade, would I am certain not be sufficient to attract new volunteers, whereas I have reason to believe that if the pay be fixed as recommended I shall be able to keep the Brigade always up to its full strength, and the men will be contented. Should this belief be falsified by experience, it might be necessary to consider the possibility and advisability of seeking re- cruits from other sources than the European Police, but the present system has hitherto worked well and I should much prefer to maintain it so long as the cost is reasonable. Thx total annual increase in the Estimates of adopting my recommendation would be $3,084,-
